The Metropolitan Waterworks and Sewerage System (MWSS) gets a transaction advisor for the development of the pre-investment study requirements of its Bulk Water Supply Project funded through the Project Development and Monitoring Facility (PDMF) managed by the Public-Private Partnership Center.
MWSS’ technical advisor, a consortium led by the London-based IMC Worldwide Ltd., signed the contract with the PPP Center to undertake for the MWSS the project’s pre-investment studies. Implementing Agencies like the MWSS, receive funding support from the PDMF for the procurement of transaction advisors who are tasked to develop and prepare pre-feasibility, feasibility studies and tender documents for PPP projects, and provide assistance in the bidding process.
MWSS Administrator Gerardo Esquiviel, Bulacan Governor Wilhelmino M. Sy-Alvarado and Engr. Leonardo Landayan of Bulacan Association of Water Districts (BAWD) witnessed the ceremonial contract signing.
The water supply project is foreseen to improve and secure people’s access to potable water in the municipalities of Bulacan.
The project will involve the following components:
a) Construction of interconnection structure to the MWSS’ existing Bigte-Novaliches raw water conveyance system, as a source for Phase 1;
b) Development of new water source/s including raw water conveyance system to the Water Treatment Plant/s (WTPs);
c) Construction of water treatment plant/s (WTPs) and ancillary facilities;
d) Construction of treated water reservoirs;
e) Construction of pumping stations;
f) Construction of treated water transmission mains, including line appurtenances, from the WTPs to the agreed delivery/interconnection points of the municipalities;
g) Installation of flow metering devices after the WTPs, pumping stations, transmission branch points, and at the agreed delivery/interconnection points; and
h) Installationof appropriate measurement and monitoring stations.
The PPP Center also provides technical advisory, project facilitation services, and capacity building support to implementing agencies and local government units in ensuring that PPP projects are developed and implemented effectively.
