October 21, 2011, PPP Center

The PPP Center in cooperation with the Provincial Government of Bohol, the National Economic and Development Authority Regional Office (NRO) VII and the Regional Development Council VII held the first Region-Wide Orientation on Public-Private-Partnerships (PPP) for local governments on October 19, 2011 at the Bohol Tropics Hotel in Tagbilaran City.

The workshop provided the provincial government and various local executives information on the modes of structuring public-private-partnerships to realize local infrastructure and development requirements.

Bohol Governor Edgardo M. Chatto led the participants composed mainly of local chief executives, representatives of regional line agencies, state universities and colleges, and the private sector.

Provincial Planning Officers from Bohol, Negros Oriental and Siquijor were also present. Deputy Speaker of the House Lorenzo R. Tanada III, who was in the same venue for another conference, encouraged participants to make full use of the information provided by the PPP Center in pursuing local PPP undertakings.

In his opening speech, Bohol Governor Edgar M. Chatto reiterated his commitment to eagerly pursue PPPs for the province, citing major projects that will be realized with substantial private sector support.

He noted that he earlier expressed the same commitment to Socio-Economic Planning Secretary Cayetano W. Paderanga, Jr. during the NEDA-Plan Caravan for Region VII last August.

The orientation-workshop started with a short presentation on the Regional Development Investment Plan by Director Efren Carreon of the NEDA-Region VII. This was to provide the development framework within which specific local PPP projects in the region will be identified and developed.

“The interest to learn and explore how PPPs can be done in various local governments has been very encouraging. This is reinforced by the committed leadership of Governor Chatto and institutional support by the Regional Development Council and the NEDA Regional Office VII through Director Carreon,” said Director Eli E. Ricote,  PPP Center’s senior officer who acted as lead resource person of the workshop.

He said this will be followed by “PPP Center’s hand-holding of identified LGUs in the PPP project structuring work, possibly through the Project Development and Monitoring Facility.”
