Clark O&M ITPB

The Bases Conversion and Development Authority (BCDA) is set to conduct the submission of bids for the Clark International Airport (CIA) Operation & Maintenance (O&M) Concession on November 9, 2018, Friday.

The bid submission was previously set on July 20, 2018 but was moved to allow more time for both the private and government parties to conduct due diligence and finalize the terms of the Concession Agreement.

The 25-year O&M Concession involves (a) the fit-out works, completion and commissioning of the New Terminal Building; and (b) the management, operations, and maintenance of the New Terminal Building including the existing terminal, and landside infrastructure. The project is being undertaken via public-private partnership (PPP) in accordance with the amended Build-Operate-Transfer (BOT) Law and its revised Implementing Rules and Regulations (IRR).

The Engineering, Procurement, and Construction (EPC) contract for the New Terminal Building was awarded on December 2017 to the consortium of Megawide Construction Corp. and GMR Infrastructure Ltd. The construction of the terminal building, which has a design capacity of 8 million passengers per annum is expected to be completed by the 1st quarter of 2020. Construction progress is at 25.71% as of September 30, 2018.

The upgrade and modernization of the CIA is expected to augment the airport capacity for the country’s Greater Capital Region (Metro Manila, Southern Tagalog and Central Luzon), which is primarily served by an already congested Ninoy Aquino International Airport (NAIA).

All bids are to be submitted at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st St. cor. 2nd Ave., Bonifacio Global City, Taguig from 8:00 AM to 1:00 PM. All bids submitted after the cutoff time of 1:00 PM will not be accepted.
