The Bases Conversion and Development Authority (BCDA) awarded the Clark International Airport Operations and Maintenance (O&M) PPP Project to the North Luzon Airport Consortium (NLAC) on December 20, 2018.

NLAC’s financial bid of 18.25% annual gross revenue percentage share is almost twice the minimum rate set at 10% as approved by the NEDA Board. NLAC’s financial bid for the Project was declared compliant on December 3, 2018, and was confirmed by the Investment Coordination Committee–Cabinet Committee (ICC-CC) on December 19, 2018. NLAC is expected to submit post-award requirements within 20 days upon receipt of the Notice of Award (NOA).

NLAC is comprised of Changi Airports Philippines Ltd. (15% ownership), Filinvest Development Corp. (42.5%), JG Summit Holdings, Inc. (33%), and Philippine Airport Ground Support Solutions, Inc. (9.5%). NLAC is expected to take over the operations of the existing passenger terminal at the Clark International Airport (CIA).

Megawide-GMR Consortium is currently constructing the new Passenger Terminal Building (PTB) of the CIA. NLAC is expected to operate and maintain CIA’s new PTB. The CIA will serve as a major gateway to Northern and Central Luzon.
