Lumbo Bulk Water Supply Project Pre-Qualification Conference

The San Pablo City and Dolores Water Districts (WDs) are looking for a joint venture (JV) partner for the Lumbo Spring Bulk Water Supply Project. The two (2) WDs collaborated to implement the said project that will address the need of additional water supply from their respective communities.

The Lumbo Spring Bulk Water Supply Project involves the finance, construction, operation, and maintenance of the bulk water facility with the following components: source development, pipe-gap, provisions of 6.9 kilometer transmission lines of Balanga spring source to San Pablo expansion area, and supply of 10,000 cubic meters per day to San Pablo City Water District (SPCWD) and 2,000 cubic meters per day to Dolores Water District (DWD) throughout the concession period.

This solicited JV Project has 20 years of concession period. The project follows the procurement process pursuant to the Revised Guidelines and Procedures for Entering Into Joint Venture (JV) Agreements Between Government and Private Entities approved by the National Economic and Development Authority (NEDA).

The water supply project will help improve the service delivery and address the increasing demands of water supply due to the booming population and tourism, industrial and commercial sectors in the areas.

On December 27, 2019, the two (2) implementing agencies conducted the prequalification conference at San Pablo Water District. Meanwhile, interested private sector participants have until January 10, 2020 to purchase the Invitation Documents which includes Invitation to Prequalify and Bid (ITPB) and Project Information Memorandum (PIM).
