Project Description
The Project involves the financing, design, engineering, construction, operation, and maintenance of a 300-bed cancer hospital to be located within the University of the Philippines-Philippine General Hospital (UP-PGH) Metro Manila campus, and procurement, maintenance, and periodic replacement of medical and non-medical equipment. UP-PGH will provide clinical services free of charge to sponsored patients in a dedicated 150-bed PGH Area, while the Private Partner will provide clinical services to private self-paying patients in a dedicated 150-bed Private Area. Commercial activities relevant to the hospital such as parking and food and beverage outlets are also included in the Project.
Project Objectives
The Project aims to deliver via Build-Transfer-Operate (BTO) a PPP that is viable, bankable, and is value for money (up to PhP 29 billion in savings versus traditional procurement). The hospital shall be built to specifications that enable safe delivery of quality patient care through cutting edge technology for cancer detection and treatment (state-of-art LINACs, robotic surgery, imaging). Areas, rooms, and spaces shall be sufficiently sized to allow unobstructed flow of patients, doctors, and nurses, and to prevent cross-infections among patients.

As of November 20, 2023, the revised parameters, terms and conditions (PTCs) for the Project are submitted to the ICC for approval.
Following such request, the project cost increased from or Php 6.05 billion to Php 9.49 billion. The proposed changes to the PTCs was approved by the NEDA Board on April 25, 2024
