The provinces of Cavite and Laguna are growing industrial and commercial centers in the Southern Tagalog Region. This, however, is causing traffic congestion in major road networks in the area particularly the Governor’s Drive, Aguinaldo Highway, and Sta. Rosa-Tagaytay Road. The proposed expressway project aims to provide faster, safer, more comfortable and reliable route between Bacoor and Kawit, Cavite areas, and the Laguna and South Luzon Expressway (SLEX) areas; thus enhancing trade and socio-economic activities around them.
The Cavite-Laguna Expressway (CALAX) involves the financing, design and construction, operation and maintenance of the entire 4-lane, 44.63 km closed-system tolled expressway connecting CAVITEX and SLEX. The Project will start from the CAVITEX in Kawit, Cavite and end at the SLEX-Mamplasan Interchange in Biñan, Laguna. The Project will have interchanges in 9 locations, namely: Kawit, Daang Hari, Governor’s Drive, Aguinaldo Highway, Silang, Sta. Rosa-Tagaytay, Laguna Blvd., Technopark, and a Toll Barrier before SLEX.
As of May 2024, the whole alignment of CALAX is 61.37% complete. Laguna Segment is 100% complete. Cavite Segment is 15.59% complete. Subsections 4, 5, 6, 7, and 8 are 100% complete. Subsection 3 is 12.74% complete. Subsection 2 is 12.93% complete. Subsection 1 is 20.39% complete.
Right-of-Way Acquisition (ROWA) accomplishment. Laguna Segment is 100% complete. Cavite Segment is 76.06% complete. This is based on actual site possession.
On November 8, 2023, Subsection 4 (Silang East Interchange to Silang Aguinaldo Interchange) was opened to traffic.
On November 6, 2023, the Interim Toll Operation Permit was issued for Section 4.
Toll Operation Permit was issued on June 18, 2021 for Subsection 5, and was opened to traffic on August 24, 2021.
Toll Operation Permit (TOP) was issued to MPCALA Holdings, Inc. on February 7, 2020, and toll collection commenced on February 11, 2020 for Subsection 6, 7 and 8. Laguna Boulevard and Laguna Technopark Interchanges were opened to traffic on August 19, 2020.
