DRAFT GUIDELINES ON THE CLAIMING CONFIDENTIALITY OF INFORMATION IN PPP PROJECTS

CALL FOR INPUTS

The PPP Center invites all stakeholders to review and provide written comments on the Draft PPP Governing Board (PPPGB) Guidelines. Your feedback will help ensure that the policy reflects practical considerations and supports the effective implementation of the PPP Code of the Philippines and its Implementing Rules and Regulations (IRR).

Pursuant to Section 51 and 88 of the PPP Code IRR, which allows any entity to claim confidentiality on information submitted to government entities for the duration of the processing of PPP projects, the Guidelines aims to provide the specific procedural guidance on operationalizing the claim on confidentiality of information, including how and when the claim has to be submitted and what remedies are available for entities in cases where an Implementing Agency treats an information as non-confidential.

Written comments, inputs, and feedback from stakeholders will be accepted until November 17, 2025, 4:00 PM by submitting the completed form to policy@ppp.gov.ph.

Submissions received after the deadline may not guarantee that the comments will be considered in the finalization of the Guidelines.

REGISTRATION FOR STAKEHOLDER CONSULTATION

The PPP Center will also conduct a hybrid stakeholder consultation on November 17, 2025, 10:00 AM to 12:00 NN onsite and online via Zoom. The consultation aims to gather further feedback and insights to ensure that the policy is responsive, implementable, and aligned with the objectives of the PPP Code and its IRR.

Target participants include potential private sector partners and Implementing Agencies. Interested participants may register through this link. Registration will close on November 14, 2025, 3:00 PM.

For onsite participants, please note that the venue has a limited capacity and registration will be on a first-come, first-served basis. There is no limit for online attendees. All event details and confirmation of your attendance will be sent to your registered email address.
