
CALL FOR INPUTS
The Public-Private Partnership (PPP) Center invites all stakeholders to review and provide written comments on the Draft PPP Governing Board (PPPGB) Guidelines on Project Dispute Boards in Public-Private Partnerships. Your feedback will help ensure that the policy reflects practical considerations and supports the effective implementation of the PPP Code of the Philippines and its Implementing Rules and Regulations (IRR).
The PPP Code and its IRR mandate the inclusion of alternative dispute resolution (ADR) mechanisms in all PPP Contracts. The Guidelines aims to provide guidance on the establishment and implementation of Dispute Boards (DB) for PPP projects, one of the legally recognized ADR mechanisms for PPPs.

Written comments, inputs, and feedback from stakeholders will be accepted until February 5, 2026, 4:00 PM, by submitting the completed form to policy@ppp.gov.ph. Submissions received after the deadline may not guarantee that the comments will be considered in the finalization of the Guidelines.
REGISTRATION FOR STAKEHOLDER CONSULTATION
The PPP Center will also conduct stakeholder consultations on February 3, 2026, with the following schedule:
- 9:30 a.m. to 12:00 noon – Implementing Agencies
- 1:30 p.m. to 4:00 p.m. – Private Sector Partners, Dispute Board practitioners, and other stakeholders
The consultations aims to gather further feedback and insights to ensure that the policy is responsive, implementable, and aligned with the objectives of the PPP Code and its IRR.
