The PPP Center, through the PPP Procurement Management Division (PPMD) of its Legal Service, provides technical assistance to Implementing Agencies (IAs) throughout the procurement of PPP projects. The PPMD oversees and monitors procurement processes to ensure that they are timely, transparent, competitive, and compliant with the PPP Code and its IRR.
To carry out this role, the PPMD prepares and reviews tender documents and other procurement-related materials, and supports IAs in the conduct of investment fora, market sounding activities, and procurement activities such as pre-bid conferences, one-on-one meetings with bidders, and the opening and evaluation of bids. The PPMD also represents the PPP Center as a non-voting member in PPP Pre-Qualification/Qualification, Bids, and Awards Committees (PBACs) of IAs.
Furthermore, in line with the PPP Center’s mandate under the PPP Code and its IRR, the PPMD reviews draft PPP contracts of national PPP projects.
