THE government will shoulder the funding for the conduct of a pre-feasibility study on the proposed Bulacan bulk water supply project that will be offered to investors under the public-private partnership (PPP) scheme.
The PPP Center said it has already signed the contract with the consortium led by the London-based IMC Worldwide Ltd. project’s pre-feasibility requirements.
The Project Development and Monitoring Facility (PDMF), which is being managed by the PPP Center, will shoulder the cost.
“Implementing agencies like the MWSS [Metropolitan Waterworks and Sewerage System], receive funding support from the PDMF for the procurement of transaction advisors who are tasked to develop and prepare pre-feasibility, feasibility studies and tender documents for PPP projects, and provide assistance in the bidding process,” the PPP Center said.
The water-supply project is foreseen to improve and secure people’s access to potable water in the municipalities of Bulacan.
It involves several components, including the construction of interconnection structure to the MWSS’ sexisting Bigte-Novaliches raw water conveyance system, as a source for Phase 1.
Other components of the project are: development of new water source/s including raw water conveyance system to the Water Treatment Plant/s (WTPs); construction of WTPs and ancillary facilities; construction of treated water reservoirs; construction of pumping stations;
Construction of treated water transmission mains, including line appurtenances, from the WTPs to the agreed delivery/interconnection points of the municipalities; installation of flow metering devices after the WTPs, pumping stations, transmission branch points, and at the agreed delivery/interconnection points; and installation of appropriate measurement and monitoring stations.
“The PPP Center also provides technical advisory, project facilitation services, and capacity building support to implementing agencies and local government units in ensuring that PPP projects are developed and implemented effectively,” said the agency, which is under the National Economic and Development Authority.
