WITH the signing of a memorandum of agreement (MOA) between the Public-Private Partnership (PPP) Center and the Philippine Competition Commission (PCC), new policies on the facilitation of privately funded infrastructure projects may be created.

Under the agreement, the two agencies agreed on formalizing the coordination and cooperation framework between them in reviewing PPP deals falling under the mandatory notification and review requirements under the Philippine Competition Act.

“What we aim to achieve in this MOA is to enhance the level of coordination and partnership between the two agencies such that we advance the process of developing the culture of competition in PPP projects,” PCC Chairman Arsenio M. Balisacan said.

The two agencies also agreed to share resources and information in the enforcement of competition matters, including the formulation of guidelines for the facilitation and review of PPP projects, and conduct of consultative meetings and joint capacity- building activities on competition concerns.

“Our aim is to ensure a level playing field for all interested PPP players,” PPP Center Executive Director Ferdinand A. Pecson said.

The MOA was signed by Balisacan and Commissioner Stella Luz Quimbo from PCC, and Pecson and Director Frances Yani Domingo from the PPP Center, at the PCC office in Quezon City.
