The project aims to mitigate flooding in the western coastal communities along Laguna Lake, from Bicutan, Taguig in Metro Manila through Calamba to Bay in Laguna. It also aims to ease traffic congestion by providing motorists an alternate route in going to and from Laguna, avoiding the existing Calamba-Los Baños route, making travel time shorter and more convenient. The project will further enhance the economic development of Laguna with greater access to tourism spots in the Southern Tagalog Region.

Project Description:
The Laguna Lakeshore Expressway Dike—Calamba-Los Baños Toll Expressway Project will provide a high standard highway cum dike with proposed alignment that runs 500 meters away but following the shoreline of the Laguna Lake.
The project has the following components:
1. About 47 kilometers expressway dike with two (2) sections as follow:
a. Laguna Lakeshore Expresswaay Dike (LLED)
b. Calamba-Los Baños Toll Expressway (CLB)
2. Flood Control System
3. Initial 700 Hectares Reclamation Component
