THE TRANSPORTATION Department has released the final dates next month for one-on-one consultations with five potential bidders for the administration’s first seaport public-private partnership (PPP) project.

The deadline for submission of the second batch of queries for the P18.99-billion deal to modernize the Davao Sasa Port will be on Jan. 8, Undersecretary for Planning Rene K. Limcaoco, who also chairs the Pre-qualification, Bids and Awards Committee, said in General Bid Bulletin No. 15-2015 dated Dec. 28.

The schedule of one-on-one consultations with the prequalified will be as follows: Jan. 18 for San Miguel Holdings Corp.-APM Terminals Management (Singapore) Pte. Ltd. and Portek International Pte Ltd.-National Marine Corp. Consortium; Jan. 19 for International Container Terminal Services, Inc. and Asian Terminals Inc.-DP World FZE Consortium; and Jan. 20 for Bollore Africa Logistics.

The consultations will be held at the Philippine Ports Authority’s head office in South Harbor, Manila.

Two other firms bought bid documents — Davao’s Anflo Management and Investment Corp. and Spain’s Obrascon Huarte Lain SA — did not show up at the July 29 prequalification conference.

The department has yet to release final dates for the bid submission and awarding of the contract.

The Davao Sasa Port Modernization Project involves the upgrading of existing port infrastructure; construction of a new apron, linear quay, container yards and warehouses; as well as expansion of the backup area and installation of ship-to-shore cranes and rubber-tired gantries.

The concession period will run for 30 years, according to the PPP Center’s Web site.

The Transportation department said in a statement in July that cargo unloading at the port will be shortened to just three hours from three days currently “once the first phase of the project is completed in 2018.”
