MANILA, Philippines – The Department of Transportation and Communications (DOTC) has once again extended the deadline for the submission and opening of bids for the P298-million Road Transport Information Technology (IT) Infrastructure project of the Land Transportation, Franchising and Regulatory Board under the public-private partnership (PPP) program.

In a bid bulletin, Bids and Awards Committee vice chairman Winston Giñez said the deadline for the submission and opening of the qualification documents has been moved to Dec. 4 from the original deadline of Nov. 24.

The date for the submission and opening of bids for the LTFRB’s project has been moved several times with the deadline first set on Oct. 2, then extended to Oct. 12, deferred again to Oct. 30, pushed to Nov. 23 and rescheduled to Nov. 24.

The changes in the schedule was meant to give interested firms more time to prepare their offers for the project.

The project covers the upgrade of LTFRB’s existing IT infrastructure.

The project will involve the shift to computerized from manual processes, as well as the development, supply and operation of hardware, software and database of the agency.

The project will likewise clean up LTFRB’s existing data and improve data collection and processing.

Through the project, the aim is to reduce the processing time for transactions and to make it easier to access public information and provide channels for feedback.

Apart from the LTFRB’s IT project, the government is also offering another IT deal, the P1.59 billion Civil Registry System (Phase II) of the Philippine Statistics Authority under the PPP program.
