MANILA, Philippines — The Bases Conversion and Development Authority (BCDA) and the Japan Overseas Infrastructure Investment Corp. for Transport and Urban Development (JOIN) have partnered with Surbana Jurong to develop the New Clark City project.

In a statement, BCDA said Surbana Jurong would help in the preparation of the detailed design standards and guidelines for New Clark City, which includes the refinement of the detailed urban and infrastructure design.

The Singapore firm will serve as a financial and business advisor. It is also tasked with reviewing the development of the public-private partnership framework for provision of utility services such as water and power.

Surbana Jurong, a company focused on urban, industrial, and infrastructure projects, has grown to be one of the largest firms in Asia with over 120 offices in countries such as China, India and Myanmar.

To build world-class legacy projects in Clark, BCDA and JOIN acknowledged the need to partner with international firms such as Surbana Jurong.

Formerly known as Clark Green City, New Clark City is a 9,450-hectare city envisioned to provide a more comfortable life for Filipinos.

As a new metropolis that will rise in the Clark Special Economic Zone in the province of Tarlac, New Clark City is designed to be the country’s first smart, green, disaster-resilient city, where nature, lifestyle, business, education and industries converge.

In 2015, BCDA signed a cooperation agreement with the government of Japan through JOIN to develop New Clark City as a major economic center in Southeast Asia.
