The Department of Transportation and Communications (“DOTC”), together with its attached agency, the Philippine National Railways (“PNR”), seeks to fulfill the Government’s commitment to provide convenient, affordable, reliable, efficient, and safe mass transportation service through the tendering of the North-South Railway Project – South Line (“NSRP South Line” or the “Project”) under a Public-Private Partnership (“PPP”) scheme.

The DOTC and the PNR are inviting local and international companies to participate in an open, fair, and transparent two-stage bidding process for the Project where the private sector partner is expected to design, construct, install, commission, finance, operate, and maintain the following:

  1. Commuter Rail from Tutuban, Manila to Calamba, Laguna (56km); and
  2. Long-Haul Rail from Tutuban, Manila to Legazpi, Albay in the Bicol Region (478km) with the following possible extensions:
    (a) Calamba, Laguna to Batangas City, Batangas (58km); and
    (b) Legazpi, Albay to Matnog, Sorsogon (117km).
