The Project Development and Monitoring Facility (PDMF) Committee approved the funding for the project preparation and transaction advisory of the Philippine General Hospital (PGH) Operation and Maintenance (O&M) Public-Private Partnership (PPP) Project during the committee meeting on May 29, 2018 at the PPP Center.

The PDMF support will be provided for the O&M of the planned PGH in the University of the Philippines Diliman, which will include a multi-storey tertiary care hospital, medical research center, ancillary facilities and commercial areas. The full scope of the support will include preparation of feasibility studies, project delivery options and structuring, and transaction advisory during bid process up to financial close. The government will tap the expertise of PDMF-funded consultants in hospital operations and maintenance, and PPP structuring consistent with global best practices for this project.

The design and construction of the hospital building will be funded via government budget and will be procured through Republic Act (RA) 9184 or the Government Procurement Reform Act. The National Economic and Development Authority (NEDA) is currently procuring the Feasibility Study (FS) for the construction component of the hospital building through the same procurement law.

The PDMF is a revolving fund available to government agencies for pre-investment activities, implementation, and monitoring of PPP projects. The fund is managed by the PPP Center.
