Pursuant to Section 2 (e) of Executive Order No. 8, the Project Monitoring Division (PMD) is responsible for monitoring and facilitating the implementation of priority PPP projects by National Government Agencies (NGAs) and Local Government Units (LGUs) under different contractual arrangements or schemes authorized by RA No. 7718. Moreover, the PPP Governing Board has approved Policy Circular No. 07-2015, which provides for the PPP Monitoring Framework and Protocols that serves as a guideline for monitoring PPP projects.

The PMD closely coordinates with the IAs and the project proponents in monitoring the progress of the projects in order to ensure that contractual milestones and obligations are complied with. PMD also provides technical assistance to the IAs in managing and resolving the issues and bottlenecks in the course of project implementation. PMD’s involvement in these projects includes, among others, the conduct of regular site inspections, regular coordination meetings.

The PMD also generates regular reports to various stakeholders such as the Status Updates on PPP Projects for the Economic Development Cluster; the inputs to the estimation of the National Income Accounts (Construction Sector) for the Philippines Statistics Authority; the inputs to the report on the monitoring and management of contingent liabilities for the Department of Finance- Bureau of the Treasury; the annual report for the President, the Congress, and the Investment Coordination Committee; and the updates on the PPP Program and projects for the general public.
