2026 Capacity Building Activities

As part of its mandate to champion Public-Private Partnerships (PPPs) in the Philippines, the PPP Center continues to implement a strategic capacity building program designed to enable and empower implementing agencies (IAs), the private sector, and other stakeholders to successfully process and undertake viable PPP projects. Through targeted and customized trainings, the program ensures effective processing of projects at each stage of the PPP lifecycle.

The National and Local Capacity Building Divisions are tasked to deliver PPP capacity building activities (CBAs) for their respective target audience through diverse modalities, including in-person and hybrid trainings and workshops, online sessions, and self-paced e-learning modules.

This year’s training calendar remains aligned with the PPP Center’s progressive approach to capacity building. It features introductory sessions, processing of unsolicited PPP proposals, special topics on PPPs, and practical guidance for navigating the review, approval, procurement, and implementation stages of PPP projects.

All CBAs are free of charge, but participants must complete registration and meet training requirements. Some sessions may require outputs, and acceptance will be on a first-come, first-served basis.

4 Institutional Readiness and Developing a Robust Pipeline of PPP Projects (for National IAs) This training-workshop aims to prepare implementing agencies to undertake PPPs by enhancing their understanding of the fundamentals of PPPs and the Philippine PPP Program, and the important considerations in setting up PPP teams within the agency.
The session will also include a workshop on drafting a PPP Project Information Sheet, and the process of project identification, screening, and prioritization using a guiding tool.
Note:
  • This training-workshop will require participants to accomplish workshop outputs (e.g., PPP Project Information Sheet of proposed PPP projects, Multi-Criteria Analysis, and the List of PPP Projects).
  • This session shall be limited to officials and technical officers of national implementing agencies only.

5 Workshop on Detailed Evaluation and Negotiation for IAs This training-workshop aims to provide participants an in-depth appreciation of the process of detailed evaluation unsolicited PPP projects and negotiation with the private proponent based on the PPP Code and its IRR and the PPP Governing Board Resolution No. 2025-01-02: Guidelines on the Conduct of Negotiations for PPP Projects Pursuant to the Provisions of the PPP Code of the Philippines and its IRR, and other relevant PPP Governing Board issuances.

  1. Participant must have a Certificate of Attendance from “Introduction to the PPP Code and its IRR”, “Fundamentals of Unsolicited PPP Proposals under the PPP Code and its IRR”, or any similar introductory training provided by the PPP Center; and

6 Project Review and Approval of National PPP Projects This training-workshop will provide participants with an in-depth appreciation of the process of review and approval of national PPP projects. This will cover the approval thresholds and processes under the Republic Act No. 11966, also known as the PPP Code of the Philippines and its IRR, the General NEDA Board*-ICC Procedures on the Review and Approval of PPP Proposals Requiring ICC and/or NEDA Board* Approval, and other relevant PPP Governing Board issuances.

10 PPP Procurement Course The session will cover the procurement process for solicited and unsolicited PPP projects including specific roles and responsibilities of the PPP Pre-Qualification, Bids and Awards Committee (PBAC). 11 Department of Economy, Planning and Development Regional Offices (DRO) Annual PPP Congress This event is designed to further support the DROs in their roles as Secretariat of the Regional PPP Committee (RPPPC) and Regional Project Monitoring Committee (RPMC), and as regional information hub on PPPs through the PPP Knowledge Corner (KC) initiative through cascading of updates on the Philippine PPP program, latest PPP Governing Board guidelines, and PPP policy issuances. Additionally, the event will feature a segment highlighting PPP Champions from Implementing Agencies (IAs) with pipeline PPP projects.
