The Department of Transportation and Communications (DOTC) and Ayala Land Inc. (ALI) signed the concession agreement of the South Integrated Transport System Public-Private Partnership (PPP) on January 26, 2016.

The four (4) billion-peso South Terminal of the Integrated Transport System (ITS) project will connect passengers coming from Laguna and Batangas to other transport systems such as the future North-South Commuter Railway project (currently the Philippine National Railways), city bus, taxi, and other public utility vehicles that are serving inner Metro Manila. The terminal will be constructed at a 5.57-hectare property within the FTI Compound in Taguig City.

DOTC Secretary Joseph Emilio A. Abaya underscored the PPP project’s benefits to the public.

“With the South ITS connecting different modes of transportation and services, we can guarantee the public more efficient and seamless transfers,” he said.

“It will also improve traffic flow and reduce congestion in Metro Manila, as it will serve as a transfer point for provincial buses entering the metropolis,” he added.

DOTC bid out the project last July 31, 2014. Datem Incorporated, Filinvest, Ayala Land, and MWM Terminals of Megawide Construction Corporation and WM Property Management Incorporated were pre-qualified. During the bid submission on July 31, 2015, only Filinvest and Ayala Land submitted bids.

ALI submitted the best bid with the lowest annual grantor payment (AGP) of P277.8 million. The Notice of Award (NOA) was issued to the private partner last November 13, 2015.

Under a Build-Transfer-and-Operate (BTO) contractual arrangement, ALI will design, build, operate and maintain the terminal for a period of 35 years.
