Project Evaluation

The PPP Center, through Project Evaluation Division (PED), is primarily tasked to facilitate the appraisal and approval of Public-Private Partnerships projects by the Investment Coordination Committee (ICC) and the National Economic and Development Authority (NEDA) Board. The Center has a twofold functions. First, as a member of the ICC-Technical Working Group, the Center is responsible for the initial review of PPP projects particularly on value for money analysis, commercial viability, bankability, and financial structuring. Second, the Center acts as the Secretariat to the ICC-TWG and to the ICC-Cabinet Committee (CC). It also performs operational functions such as documentation of the appraisal and approval process, ensuring compliance with the conditions for approval set by the ICC, and provide feedback information to proponent agencies on the status of PPP projects reviewed and approved by the ICC-CC.
