Talisay City has been known throughout the Philippines as one of the model local government units that have successfully adopted the Performance Governance System (PGS) promoted by the Institute for Solidarity in Asia (ISA). Project Description:

The Talisay City Plaza Complex Heritage Restoration and Redevelopment Project involves the redevelopment of the central public market into a mixed-use facility; restoration of the old city hall; and retention of neighbourhood character through adoption of, or complementation with the architectural designs of the old Lizares Mansion, St. Nicolas de Tolentino Parish Church, old city hall, and rural bank.
